Edgewater Federal Solutions
provided assistance to the Department of
Commerce, Bureau of Industry and Security
(BIS) in the development of a comprehensive
and effective Statement of Work to be used
in acquiring business process reengineering
and requirements gathering services associated
with the development of a new Export Control
Automated Support System (ECASS) –
the ECASS 2000+.
The mission of the Bureau
of Industry and Security (BIS) is to advance
U.S. national security, foreign policy,
and economic interests. BIS’ activities
include regulating the export of sensitive
goods and technologies; enforcing export
control, anti-boycott, and public safety
laws; cooperating with and assisting other
countries on export control and strategic
trade issues; assisting U.S. industry to
comply with international arms control agreements;
monitoring the viability of the U.S. defense
industrial base; and promoting Federal initiatives
and public-private partnerships across industry
sectors to protect the Nation’s critical
infrastructures.
The Office of the Chief
Information Officer (OCIO) within BIS is
responsible for providing automated capabilities
to support these mission-critical activities.
The Export Control Automated Support System
(ECASS) was designed to process export license
applications; review and maintain historical
records on export license activity; and
provide information useful for export enforcement.
BIS program officials rely on ECASS for
the processing of export control information
in a timely and effective manner. It was
determined that ECASS was significantly
outdated and required extensive reengineering,
requirements analysis, and development.
Edgewater supported the OCIO in developing
a strategy and a comprehensive Statement
of Work for the reengineering and requirements
analysis that were required in the development
of the new ECASS 2000+ system.
